Building strength and flexibility for this dance move

I was decent dancer when I was in college 5 years back. Just recently I rediscovered the lost passion for dancing. The dance move in the attachment was my goal back then but I didn't work for it.back then. Now I want to achieve it.

I still have good mobility and can do full front split without any difficulty but not full side split. But still I am unable to lift the leg past parallel (without any external force). I don't understand how to achieve it. 

I am asking it here because Gymnasts do much more than these and thought I could get better suggestions on this forum.

Claws! That sure is a beautiful goal which requires not only flexibility but active flexibility. No better time then to get started today. ;)
