Does the Stretch series focus on just stretching or does it include targeted strengthening of the weak muscles opposite to the tight ones?

The stretch courses are primarily passive stretching. Foundations is where you will get strength and mobility work to target weaknesses and imbalances.

I just started Foundations 1 and find that due to adductor tightness in the Cossack Squat my ROM really sucks.
