Constant load for 12 weeks - how does it work?

In a podcast with Robb Wolf, Coach talks about an athlete doing deadlifts at a constant load for 12 weeks and then taking a relatively big jump thereafter.

 

Dan John has mentioned doing the same with weights back when he was young (when Lincoln was president ;) ), "mastering" 185 before going to 225. This was done for lack of smaller plates but still, the progression is identical and viable!

 

I understand that connective tissue adapts more slowly, but what's going on in the muscle tissue? Is it simply that the nervous system inhibits the force potential of the muscles until the connective tissues are adapted, at which point the brake comes off?

 

Just curious! Thanks for any explanation :D
