Do they? And if they don't, which exercises within my reach (probably just basic ones) are the best to target the lower abs?

well theres numerous things could be said about upper/lower abs but theres not really much point.
short answer yes. When you do an L sit correctly (called advanced L sit in the book), the hips are held in flexion while the torso is held rigid. This requires contraction of the hip flexors to flex the hips, while the abdominals and obliques contract isometrically. There is also contractions of the spinal erectors that stops the back from rounding at the base of the spine right up to shoulders and neck where the scapular and shoulder muscles must be used to hold the chest high. Form is key to getting the most out of your L sit, whole back must be straight with the shoulders pressed down and pulled back. You will be working your crotch area pretty hard. If you are doing other GB statics then you should see results here. Front levers and L pull ups will also work this well.

What about hanging leg raises?
Yes.
Triangle beat me to it as I did not feel like answering it.
Yes, L-sits work the abs. Yes, HLL do as well just like L-hang does.
