Rest days

I've heard that generally with weight or strength-training programs you need to take at least one day that is a complete rest day. However, I am quite a bit overweight and would like to fit in some sort of cardio as many days a week as possible. I know walking is ok, but would an 30min-hour bike ride be too strenuous for a rest day?

That would be fine, as long as you're not going all out. 

Riding the bike is pretty much rest for the upper body anyway, if you're not going hard.

I like to do some light mobility work or take a walk or some easy cardio on my rest days
