If I tuck my chin to my chest, I can reach full ROM, but in the demonstration video he's clearly looking directly ahead, so I don't consider this one mastered yet.

Yeah, I also think that tucking the chin to the chest isn't acceptable but the athlete in the demonstration video is definitely sticking his head out to the front a bit.
