what are the moves at the 18 and 23 second mark?

I think that they are pretty badass.

 

the move at the 18 second mark is where the gymnast is doing a handstands with the splits, while rotating around.

 

the move at the 23 second mark is where the gymnast is supporting all his weight on both hands while spinning his body around on the ground.

 

are these pommel horse exercises?

the first one is the gogoladze movement, the second one are russian circles.

Actually are pommel horse skills, different guys implement them into their routines. For example russian circles can be done on the extremity part of the horse, or on one pommel or in between the pommel.

no, that's not an air flare.  an air involves hopping from one hand to another while spinning with a straddle handstand.  air flares are breakdancing moves, but i believe that gymnasts call it a hamminator.
