Handstand flare is very hard, especially as you have no momentum. Im not sure how gymnasts learn it, but I learned it by going from flare-90. Then you have the swing and the movement in the hips which makes it easier. Handstand-windmill and flare-90-windmill are also good drills as you learn to control the momentum down. You can also try to go down from a spinning handstand walk.

To do it from a static handstand you need to wind up your legs a little and swing down. You dont need to go through a planche, what is needed is a good swing so you get your legs to pass in a wide circle, as the natural tendency is to cheat it down, which will result in a crash. The hard thing is staying on your arm when going down to the flare again. If you are very flexible it should be easier i presume as you can more easily hold the leg up when going down. Your first attempts will be crashes most likely. Your first ones will be down to a terrible flare which you will most likely crash. Keep working it until you find the flow of the momentum and the support on your arm.
