If this is true, why does the session start with 180 (3 set of 60r) calf raises?

Warm up sounds appropriate, especially because calves are so rich of connective tissue.
My totally non scientific answer. You beat up your calves so much that they won't have the strength left to be tight :P.
Coach answers this in the first Tim Ferris podcast. I believe he says its because the connective tissue does not have its own blood supply. The calf raises are to draw blood flow to the area.
