Is it better to keep the arms straight (and shoulders rolled back) and gradually work on pushing the hips to the floor...or is it best to keep the hips on the floor and start with bent arms (shoulders rolled back) and gradually work on straightening them....or something else entirely? Thank you. LOVE this program btw <3

It's not necessarily a matter of better or worse, the main thing you want to do it get the work into your upper back.
Since you have plenty of time working this, experiment a bit and look for where you find the best contact with your thoracic spine.
You might even find that on one day one way feels better and another day another does.
Thank you so much!
