Hi - I've heard mixed things about bouncing/pulsing while stretching. Is it encouraged to bounce/pulse in order to push some of the stretches if my mobility isn't fully there (eg on pike or straddle)

Bouncing is a bad idea for beginners. Not recommended.
It's one of those things where if you have to ask about it, you shouldn't do it.
As Cole alluded to, bouncing can be beneficial when you are advanced enough to scale the intensity of the bouncing appropriately.
For beginners this can be problematic, so bouncing is best left out for several months until you get your feet under you.
