In the video for this element the athlete is using a large foam block to perform the exercise. 

1. What are the dimensions of that block? Would it be useful to purchase a block of that size for anything other than this exercise?

2. Are those blocks durable enough to do box jumps?

3. Is there any problem performing this exercise using a pommel horse?

The problem of this exercise is the rang of motion and not the support, do you have an high table? it is fine, an high balance beam? it's fine.

I used a counter top on my kitchen island for this and it worked well. A plyo box would be another good option.

It might, but unless your balance is really good it would be hard.  it's nice having a box shape so you can go straight up without your feet going underneath too far.
