When doing the stretch, what muscles does it stretch? And how does the stretch work by having the arms backwards? Because when doing a full bridge, the arms will have to be overhead via the front and will not be behind as if you're doing a German Hang or a back lever. Thanks.

TB/SE3 Supine Shoulder Extension

This is a stretch to keep the shoulder girdle in balance.
Since the general population is equally poor in shoulder flexion and extension it's important that BOTH be covered.
I get it most strongly in biceps when I get it right
Hi Angel,
Think of the Thoracic Bridge Series as an entire course in shoulder flexibility. It begins with shoulder extension work, progresses to thoracic extension, and ultimately ends with shoulder flexion and bridge work. As Cole said, without shoulder extension work, your shoulders will be very imbalanced.
As Jon said, this stretch will most likely be felt in the biceps tendon and possibly in the pec minor, depending on where you are most tight. Hope that helps!
Best,
Chris
