Supine Flares

When performing the supine flares, during the starting position in which one leg is perpendicular to the ground and the other parallel, should the parallel leg be raised slightly from the ground thereby giving the abs a workout at the same time or should it be allowed to rest on the floor in order to solely stretch for the splits?

They also mention to push the bottom leg down, which balances out the force of the top leg pulling towards you. if you are pulling enough the bottom leg won't touch the ground
