Does the athlete's heels/feet maintain contact with the floor, or do they hover? Hovering makes this a totally different animal... The video was hard to decipher as to whether or not the athlete's heels were touching the ground.

What are the key things to look for / be aware of when doing this movement?
- The rotation should stem from rotating your core using your obliques, not primarily from shoulder / arm movement, so keep your arms extended forward as best as you can while rotating your torso.
- The head should follow the hands.
- Your back should be straight.
- When turning from one side to the other, the weight should be elevated to about shoulder height.

Does the weight need to touch the ground at end of ROM? I am having a bit of a trouble getting the dumbbell to touch the floor. Wondering if the hands/weight must touch the floor.

Looking at the video, the athlete touches one hand to the floor. For me, it was also hard at first to touch down to the floor, because I tried to touch down both hands. Touching only the hand of the side you're turning to feels a little different for me and lets me get down a bit more easily.
Also, in my personal opinion, try to keep your arms straight away from you as far as possible, but I think you can lead a little with your arms in the end range of motion to get that last bit of rotation.

I'm wondering about the repetition count on this movement.
Do we count each flor touch as one rep or every other?

Each floor touch is a rep.
Is a kettlebell acceptable for this exercise or is a dumbbell highly encouraged?
Probably a dumbbell is best given there is a touch element at each side. Less ROM I would think if you use a kettlebell, but keep an eye out for GB Coach input if given.
