If possible, I would run before the heavy stretching. Your body will be much more pliable when it's all warmed up.
If you're running short distances at low intensity, use that as a warm up prior to your workouts. If you're doing intensity work like sprints and hill running, that should be done on its own day, or in your template above, if it's the same day as H1 and mobility, do that as your main workout, follow up with the H1 and mobility. I would not run after mobility work, as it may increase your risk of injury.
What are your goals? what kind of results do you want from your running?, also static stretch after running. Dynamic stretching as a warmup (also as a finisher if you wish)

No, it is not ok. After a heavy stretch it is time to call it a day.
