After mastering Pe7 and Pe8 the 30 second wall handstand and handstand run, is it advisable to begin with week one (3x12) in the 60 second wall handstand or should we skip to week 5 (4x24), which would be more or less picking up where we left off after completing 5x30 on the previous Pe's

You could even go for 5 x 36 or more. Who knows, after the 30 reps set you might even hit 4x48.
Test mastery and base it on that. You would think being able to do 5 sets of 30 rep handstand runs doing 4 sets of 48 second holds shouldn't be too bad. I imagine you could go right to the last mini cycle.
You could try using the 30s template, and adding 30s to all the times (except deload as normal). That would give you:
3x36s
5x36s
3x42s
3x21s
4x42s
4x48s
5x48s
5x24s
4x54s
4x60s
5x60s
5x30s
This would give you a more slow and steady rate of improvement. You might even start at week 5 of this modified template if you felt that the 30-rep mastery was not hard.
