how do i fix this ? am i not protracting enough?

If you're talking about the rising hips then it's just that you're too weak to do a good form straddle at the moment. Maybe your scapula is  lacking protraction strength? Others will have to comment on this, I can't rate well.

 

Anyways, it will come!

I think your protraction is good. However your pike is very prominent. I had a similar issue about 8 months ago, but now I can do a better straddle planche for ~10 seconds on p-bars.

the biggest mistake you are doing is that you are trying to reach the straddle planche from a position with elevated hips. the correct progression is straddle planche from advanced tuck or better work between intermediate version between straddle and adv tuck. if you can move your legs from adv tuck to straddle without elevate your hips it's ok. if this is not possible you have lack of mobility in your hips. so the best choice is follow the foundation one developed by the coach to solve all the problems.

Another entry is simply to do planche leans in a straddled position, and let your legs float off the floor.

handstand push ups 3 x 8

psuedo push ups 3 x 15

thanks for the advice and i greatly appreciate it, just now i am taking a break since i am experincing lat pain from planche adv tuck or straddle
