When you already have a 60 second tuck lever, and you move to the flat tuck lever, are you supposed to be able to hold your hips at the height of your shoulders are do you slowly work up to it??

you should be strong enough that you can open your hips from the tuck lever. You should feel the strain increase as you open up more.

yes, but typically you will move onto the next progression after you can perform the current one for 15-20s, not 60s. and if you can perform the new progression for 3-5s.

s=seconds

A couple people have been misunderstanding the 60s thing lately. 60s is just an accumulated time, broken up into smaller sets, that you can use when practicing the static holds. It's not 60 straight seconds.
