Edit; while thinking about it, it depends. For a headstand push-up you would want your scapula protracted and at the middle of the upper back, not too depressed but not too elevated, add a pause in the headstand position to stabilize and reverse the movement. For handstand push-ups the scapula would be depressed at the bottom position, but the bottom position would a lot deeper than a headstand. And it also depends if you go arms straight all the way (inverted parallel hold) or you're doing them on paralletes (your scapula wouldn't be depressed all the way because your arms won't straighten all the way, but it will be slightly depressed, and of course protracted all the way).
