Why would you choose one or the other when you can get the benefits of both without any equipment?

Edit;

I mean, obviously HSPU, it's miles harder, but why not get the benefits of PPP along the way?

that and to add, both of those movements are in the "press" movement family. the goal is to progressively use pressing moves ranging from simple to difficult.

both will are essentially scaled versions leading upto the same goal(which would be pressing strength)

Which is better for strength and muscle mass overall?

Ideally you should master both.

 Generally, HSPU. More load than Pseudo-Planche Push-Up (unless you are doing one of the really advanced versions) because you're feet is not taking off load of your BW.

I agree with the others on working both to build beastly overall pushing strength. You might also want to add a dip variation too.

HSPUs are harder than PPPs, but PPPs work the chests more than HSPUs. I don't think HSPUs are harder than wall PPPs though, but still might be harder than elevated PPPs and PPP+ though.

Christian is correct; the goal is to get to hollow back presses. However in order to get there you will need both of the aforementioned exercises.

Also, they are in different movement planes. HSPU is vertical pressing, and PPP is horizontal pressing, so what they train really is very different. (though of course there is carryover especially to HBP)

What group of muscles are you looking to strengthen? Shoulders or chest?

Pseudo planche pushups.....mostly chest

Actual handstand pushups.....mostly shoulders

As for the chest, HSPU work more the clavicular fibers (upper fibers of pectoralis), while PPP more the sternocostal and abdominal fibers of pectoralis major.
