From sec 24.- handstand to 33.- the iron cross, that slow movement- what's the name ?

 

 

There was another video on Youtube with the same athlethe performing this movement many times in diferent competition but was deleted, too bad.

That's a Nakayama, a bounce to Iron Cross from Back Lever. Today you see most people lowering from Maltese into Back Lever, but how you go to the BL doesn't matter.

That was kind of a blend between a HS lower down to maltese and an old school style nakayama; which performed that way back then was perfectly acceptable.  By today's standards he would either get no credit or incur heavy deductions for a failure to show both a solid maltese and a clean BL position prior to pulling up to the iron cross.
